Pointer not always behaving as set in settings+tweaks (“flat” behaves as “adaptive”)

Bug summary
Cursor is set as “flat”, but for some spans of time (apparently randomly) it behaves as “adaptive”—even though settings still show control setting as “flat”.
Steps to reproduce
- Both in GNOME settings and in GNOME Tweaks, disable “adaptive” cursor behavior (set it as “flat”)
- Start using the device normally
- The cursor, all of a sudden, feels different: it starts behaving as adaptive, even though settings still show it should not be so.
What happened
I have been using Fedora 38 with GNOME for the past month. I have always kept cursor settings as “flat”, hence with “adaptive” disabled. During all this time, I really cannot understand why, but sometimes the cursor starts behaving as “adaptive”. Sometimes even immediately at startup. I really do not know how to get more information about what is happening. I can just assure you that the pointer all of a sudden feels different, as if it was adaptive.
What did you expect to happen
The cursor should always behave as it is set in settings.
