Wrong windows size and position after blank screen and sleep/resume
Affected version
It started with mutter 42 (on fedora 36) but is still present in 43 (on fedora 37 beta). I use wayland session only.
Bug summary
After monitor blanks and unblanks, after turning the monitor off/on or after a sleep/resume, sometimes (and I can't find a pattern except it gets more and more frequent as times goes), some (if not all, on rare occasions) windows' sizes and positions are wrong when the monitor goes back on. Some windows parts get out of screen, even under the top bar. See the picture to have an idea of what it looks like. Note that as soon I click on the windows' title it seems to "remember" its size and position and goes back to its previous state.
Steps to reproduce
As I said above it is hard to reproduce reliably but turning the monitor off then on is a quite reliable way to see the bug occur.
What happened
Mutter did not keep windows' size and position after monitors goes back on.

Here is the screenshot I mentioned (fedora 36 but same for 37):
As you can see gnome-builder gets out of screen and under the top bar whereas it was maximised before. If you need more, let me know how I can help. Thanks
