Tooltips getting their own "... is not responding" dialog boxes

Bug summary
I was running Disk Usage Analyzer - and it froze while displaying a tooltip. That resulted in a "not responding" dialog box for the main window, and a second, very deformed, dialog box for the tooltip. See the screenshots.
Steps to reproduce
- Open any application that displays tooltips
- Make it freeze while the tooltip is visible - could be done by running something like
sleep 5; kill -STOP pid
- Wait a few seconds for the "is not responding" dialog box to come up
What happened
Both the main window and the tooltip got their own "is not responding" dialog boxes. The tooltip dialog box was very narrow and mostly transparent.
What did you expect to happen
Both windows belong to the same process, so one dialog box would be enough. But, at the very least, both dialog boxes should both have a "normal" size.
