"Always on Top" window on current workspace steals focus after keyboard-based window selection

Bug summary
When one or more windows are marked as "Always on Top", it is impossible to use the keyboard to switch focus to a non-"Always on Top" window in the same workspace. Any attempt to switch window focus puts focus back on the most-recently-focused "Always on Top" window. This affects Alt+Tab and the windowNavigator extension.
It seems that the only way to focus a non-"Always on Top" window is to click on it.
Steps to reproduce
- Open some windows, all on the same workspace
- Focus on one of the windows
- Press Alt+Space and select "Always on Top"
- Press Alt+Tab
What happened
Focus remains on the "Always on Top" window, so keyboard input is sent to it.
What did you expect to happen
Focus should have switched to a different window.
