dual driver monitor and fractional scaling breaks

Bug summary
If you enable fractional scaling dual driver monitors do not "join" the image. It becomes a mirror split down the middle like a local co-op of your favorite N64 game of Golden Eye. If you disable fractional scaling everything works again. You can change from 100% to 200% and it works really well.
Steps to reproduce
- Get a monitor such as the Acer Predator 43 that has 144hz and dual display port output to enable higher refresh rates.
- Enable fractional scaling and switch to any scaling factor such as 125%, or 150%.
- It will be mirror image split down the middle of the display.
Expected
- Fractional scaling shouldn't break the dual driver "merge" or whatever you wanna call it.
