Poor performance after system resume with NVIDIA Driver

- Razer blade 2018 - GTX 1060 with optimus manager set to NVIDIA Mode
Bug summary
When using the NVIDIA driver, upon resume from suspend, the entire UI feels a lot laggier. I have 3 monitors running at 75Hz (Buttery smooth prior to suspend), but after i wake my laptop up, the interface feels like it barely is getting more than 20fps. This is especially true when trying to move windows around the desktop.
I can somewhat fix this by manually restarting shell under Xorg (Alt+F2 - Restart), however it still wont be perfect compared to a full system reboot.
Steps to reproduce
- Suspend device
- Resume device, and unlock GDM
- Observe the interface (Window dragging mainly) being a lot more choppy compared to before suspend

Resuming the system should not result in a performance drop
