Impossible to move a dialog window

Mutter 3.36.4-1 on Debian testing with both Wayland and Xorg.
Bug summary
In some apps it is impossible to move dialog windows.
Steps to reproduce
- Open an app (for example LibreOffice Calc)
- Make it open a dialog (using chart insertion)
- Try to move the dialog/new window
What happened
Parent window also moves
What did you expect to happen
Parent window should not move. Only the new window should move
Relevant logs, screenshots, screencasts etc.
This occurs in some apps, but not in all. I tested the same apps under Weston, KDE and Cinnamon and couldn't reproduce the issue.
I initially though it is a LibreOffice bug and reported https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=928953, but then I saw the same behavior in other apps and it seems to be GNOME specific, so I doubt it is a LibreOffice bug.
This issue is very annoying in Calc because once I open the chart or pivot table insertion window I can't see data that is under it without closing it. If I start configuring my chart and then want to check the data that it should represent I have to close the window and configure my chart again.
