window: Don't animate mouse fwd/back button (GNOME 46 backport)

Backport of a89279d5 for GNOME 46.

The forward and back buttons often found on the side of mice are binary inputs in the same way keyboard keys are. After the change in !373 (merged) where key presses where made instantaneous the mouse buttons have been inconsistent. This change rectifies that.
