Replace the bewel hover effect and rendering of active window item with something better

Description
The Good: The latest version of the gnome-panel honors panel transparency for inactive windows. An inactive window that requires attention ("blinking", using the URGENT hint) actually honors transparency in a neat way too.
The Bad: The active window gets a rounded bewel border, which is not transparent. Also, when hovering the mouse over an inactive window, the same kind of non-transparent border appears.
The Solution: Instead of using those rounded borders for the active window and the hover effect, why not use the same technique as is used for the "blinking effect"? This way, the whole window list would support transparency and things would look much better.
