CI: Use Visual Studio 2019 (issue #1086)

Hi,

This switches the Visual Studio CI job to use Visual Studio 2019, so that things won't break due to Cairo recently requiring a C11 compiler, this will be for the librsvg-2.58 branch as well, sans the part to disallow the build to fail.

Note: There is a linker error in the main as somehow the static rsvg_2.lib was specified twice in the linker command to create rsvg-2-2.dll there is an upstream Meson and/or Rust issue, in 1.Will look into that, possibly in another MR.
