Update devel-docs for meson

Federico Mena Quintero requested to merge federico/librsvg:update-docs-for-meson-1068 into main

Basically replace mentions of autotools with meson, and update the example scripts.

I don't know how cross-compilation works under meson, or if it even currently works with the current build scripts. So, that section is removed from compiling.rst.

Fixes #1068 (closed).
