Backport fixes to the CI from the main branch

Federico Mena Quintero requested to merge federico/librsvg:backport-ci-fixes-2.55 into librsvg-2.55

Mainly about making the container images build, since the rust-minimum one is not able to build grcov. Also some optimizations to the pipeline so it hopefully runs faster.
