Port CI to CI Templates (!654) · Merge requests · GNOME / librsvg

This is very WIP still and atm only the build job has been ported.

Things left to do:

Add support for opensuse to CI-Templates
Explain how any of this works. I will try to do this over the next weeks in comments. Here's a primer
Port rest of the CI jobs to the new opensuse build
Use rust toolchain from rustup in the images
Add builds with the minimum supported rustc toolchain
