Cherry pick from branch "rustify-rsvg-convert"

Sven Neumann requested to merge svenfoo/librsvg:cherry-pick-from-rustify-rsvg-convert into master

This picks a few changes from the rustify-rsvg-convert branch to be merged to the master branch.

In particular these are:

  • the merge of the branch refactor-test-utils as it will allow adding a test for #601 (closed)
  • the changes to PathOrUrl and PathOrBuf

This will reduce the number of changes in rustify-rsvg-convert. I have already created a rebased version and would offer to push that to !460 (merged) as soon as this is merged.
