gitlab-ci: Pipeline++

Switch to fedora for CI tesing since it takes half the time. Restrict opensuse test to run only on the following builds:

• master branch
• tags
• scheduled
• Requested

Hopefully a ubuntu 18.04 test can be added when they update their rustc. I will look tomorrow into debian testing, got to sleep for now.
