meson: Ensure compatibility with Binutils < 2.39

Tested on RHEL 9 in combination with commit https://github.com/weserv/rpms/commit/dea82fcee6eb1cc82c62553533ec6e3c47a17e5d. Before this MR, it would fail with:

$ nm -U -g -j build/rsvg/librsvg_2.a
nm: invalid argument to -U/--unicode: -g
