Windows (NMake): build process fails due to PYTHON variable improper handling
NMake no longer considers the PYTHON variable and, if omitted, fails to accurately determine its location from environment variables.
C:\librsvg\win32>where python
C:\Users\wroy\AppData\Local\Programs\Python\Python311\python.exe
C:\Users\wroy\AppData\Local\Microsoft\WindowsApps\python.exe
C:\librsvg\win32>python --version
Python 3.11.4
C:\librsvg\win32>nmake /f generate-msvc.mak generate-nmake-files

If error meesages appear here you will need to pass in PYTHON=<path_to_python.exe>...
