[BZ#732623] SVG images are wrongly cropped when converted to PNG

Description
Created attachment 279748 svg source file, png from rsvg-convert and from inkscape
When using rsvg-convert, the contents get unexpectedly cropped.
Command run:
rsvg-convert person_with_ball.svg > rsvg-result.png
Expected result is the full image, similar the one one gets with inkscape ('-D' to crop to draw area only instead of a full page):
inkscape -D -b black -y 0 -f person_with_ball.svg -e inkscape-result.png
This looks like a bug to me, although there could be reasons for this that are not understood.
This is on Gentoo, librsvg version 2.40.2. Also tested Ubuntu with same result (same librsvg version).
