[BZ#637267] SVG data is displayed differently in eog, gimp, rsvg-view, and inkscape

Description
I have rendered maps using a renderer from Openstreetmap, named osmarender/perl [found here - http://svn.openstreetmap.org/applications/rendering/osmarender/orp/orp.pl.
I am using gnome 2.32.0 (ubuntu maverick).
and have several rsvg named libraries installed: librsvg2-2 librsvg2-bin
On a couple of my svg files rendered from this process. the gimp, rsvg-view, and eye of gnome are unable to display contents of some SVG files.
For both images - orp-data1.2-rules2.0.svg [11682 x 8060 h] data2.0-rules2.0.svg [[dimensions are 11469 x 8852 h ]
Firefox and inkscape were able to display red borders in both images.
the gimp and eye of gnome both displayed all data (as I can visibly tell) except for the red borders in data2.0-rules2.0.svg
When opening orp-data1.2-rules2.0.svg [11682 x 8060 h], both the gimp and eye of gnome were able to display all data in the file.
rsvg-view for both orp-data1.2-rules2.0.svg and data2.0-rules2.0.svg displayed all data in the file except for the red borders.
