Replace the SVG1.1 tests that use JPEGs
Since librsvg started using raster image codecs in image-rs instead of gdk-pixbuf, the tests from the SVG1.1 test suite that use JPEG images are failing on aarch64. I don't think it's worth trying to investigate pixel-exact decoding in image-rs's JPEG codec; that's their job.
What librsvg can do is to have codec-agnostic tests that don't use JPEG.

- bug749415 doesn't use images; I think it is about text rendering. Needs investigation.
- All others do use JPEG images and need replacing.
Some options:
- Modify those SVG1.1 tests to use PNG instead of JPEG, thus leading to stable decoding across platforms.
- Replace those tests for filters with simpler primitives... something worth investigating, anyway.
After this is done, we should make it so the aarch64 job is not allowed to fail.
