Remove hidden ABI function peas_gettext()

We don't need this anymore if we setup gettext for the library from a static constructor. Those are supported everywhere we know we are supporting today. If this turns out not to be the case, we can figure something out for those systems, but I'm skeptical they are in our support matrix at this point.
