mobile-providers: fix handling of Kosovo

Lubomir Rintel requested to merge lr/fix-kosovo into main

Kosovo still didn't get an ISO-3166-1 code, but got mobile operators running in the area.

Let's make sure the Kosovar users find their operators where they expect it.
