Make HdySwipeable and HdySwipeTracker public

Merged Alexander Mikhaylenko requested to merge exalm/libhandy:swipe-tracker-public into master

There are some more things to do:

  • Clean them up
  • Add back swipe start coordinates, we'll need that in future and I'd like to avoid API changes after it's public
  • Update Since everywhere
  • Write detailed docs on how to use it and HdySwipeTracker
