Update Locations.xml to add Toowoomba in Queensland in Australia
Add Toowoomba, Qld, Australia, population ~135k, to locations. Toowoomba is ~75km to the west, inland, from Brisbane and at the top of the dividing range. As a result the weather here is not the same as Brisbane.
