locations: Add Puerto de la Cruz, Canary Islands

This city has only around 30500 inhabitants, which is below the 100k minimum for inclusion in the file, but its weather is so much different from the closest METAR station (Tenerife Los Rodeos) that I think it deserves a spot. It's also a touristic destination, fwiw, anyway :)
