Locations: Add Kigali, Rwanda location

When I use gnome-clocks (which I gather uses libgweather) to add world-clocks, at the search for locations, there is a Kigali, Uganda (a city which does not exist) and there is no Kigali, Rwanda.

I found the location, airport code and GPS coordinates of Kigali airport.
