port to libsoup3

nina requested to merge q66/libgweather:soup3 into master

This allows building using the libsoup3 library, which will be released later this year. This is a part of preparation of various upstream projects for migration. For now, there are paths for both versions of libsoup.

Depends on geocode-glib!14 (closed).
