Add util-linux to fedora dependencies to fix pipeline failures

It seems a recent update removed util-linux either from the fedora image, or as a dependency from one of the libgtop dependencies.
This causes pipeline failures with commits that previously worked.
This MR fixes this by adding util-linux as a direct dependency.
