Fix bindir expanding to libexecdir when not building libdazzle as a subproject
Updating openSUSE's unstable GNOME libdazzle package, the build failed due to missing dazzle-list-counters tool that was suppose to be under /usr/bin and was being installed under /usr/lib instead.
