docs: Initial translation support

This is a WIP as I'm not familiar with the normal workflows of GNOME translations infra.

Currently you can just do make docs-pot to generate pot files.

Make any language dir in docs/po to add a language. make docs-po will regenerate them.

And make docs-mo builds them.
