Build gweather and gnome-shell using libsoup2

libgweather and gnome-shell both use libsoup3 by default now, but some dependencies (looking at you, geoclue) don't support libsoup3 yet.

Since libsoup2 and libsoup3 don't play well together (the binary won't run), stick with libsoup2 for now.
