core-deps-latest: libpsl-0.21.1 using meson

This upgrades the libpsl dependency from 0.21.0 to 0.21.1 and changes the build system to meson. I had problems building libpsl on Ubuntu 21.04 which I described in #86 (closed). Simply switching to 0.21.1 did not solve it for me, but the switch to meson did.
