sysdeps --install should use system's PackageKit, not built PackageKit

Description
Currently 'sysdeps --install' uses the built PackageKit, because prefix is in path. JHBuild should use the system PackageKit.
This affects JHBuild's use of pkexec and pkcon.
For example: jhbuild run pkcon --version

That causes problems trying to parse the version.
