header-dialog: Merge comment into Project tab

Maximiliano requested to merge msandova/gtranslator:set-comment-on-group into master

Its not possible to have a scrolled window as a direct child of a preferences page. Four tabs is one too much anyways.

Fixes a warning when closing the window saying that the scrolled window wasnt finalized.
