Add Dar markup language to language-specs

The Dar markup language was designed by the Pninim project. This markup language is designed is designed for use with non-Latin scripts (in their case Hebrew). They have already used it to transcribe a number of books and I think this language is broadly useful for marking up non-Latin character texts.
