"Building gtkmm on win32" is outdated/misleading in gtkmm 3/4 branches respectively

which is a dead link on the wiki.
The Attic, however, does link to this

which, thankfully, advises just using the excellent MSYS2/MinGW-w64 package repo, instead of trying to maintain installers or custom build setups.
master is already updated to point at this, but it does so under the pretence of telling users how to build on win32, which the new wiki page does not discuss - it is only about using the prebuilt packages in the msys2 repo to compile programs.
IMO, we should
(A) Update master to reflect that link isn't about building, or add one that is
(B) Backport the relevant parts to the gtkmm-3-22 branch
