ScrolledWindow: Don't duplicate set_[hv]adjustment()

I think it's preferable not to have 2 functions that only differ in swapping a few hs and vs around, and require every update to be duplicated correctly in both...

This is based on !868 (merged) at the moment (but need not be, obviously).
