tools/generate-uac-manifest.py: Fix formatting (unify with copy in GLib)

This attempts to unify this script with what is now in GLib, according to what the CI in GLib requires for Python tool scripts, where:

  • The formatting is updated, according to the recommendations to the Black python tool.
  • A copyright header is added.
