Move the a11y naming data into gtk proper

Tweak the a11y overlay slightly, and move the data it uses into gtkatcontext.c, so we can reuse it there in the future.

This is in preparation for rewriting the name computation to follow the spec more closely.

This MR sits on top of !6116 (merged)
