Draft: A11Y: Simplify GtkAccessiblePlatformState handling in GtkEditable implementations

Lukáš Tyrychtr requested to merge tyrylu/gtk:editable_delegate_get_platform_state into main

This commit implements the idea brought up in #5032. Of course, when merged, it'll be updated to comply with the new location of GtkAccessiblePlatformState, but I thought that the usefulness is big enough so it has a place on its own.
