Add a landing page for the GitLab pages root

Right now, we land inside a 404 if we go to:

https://gnome.pages.gitlab.gnome.org/gtk/

as we have all our API references in a sub-level. We should have a landing page for the root, similar to developer.gnome.org/references/.
