theme: Fix decoration background

'window' is not the only toplevel css name, there are also 'dialog' etc.

Move it before .solid-csd style so that .solid-csd background takes precedence.

The snippet I wrote was just an example to show the idea (setting a background for decoration), not a thing to copy-paste as is ;)
