Revert "Merge branch 'remove-mingw-SetupDiGetDevicePropertyW-check-3-24' into 'gtk-3-24'"

This reverts merge request !862 (merged)

While this was fixed in mingw-w64 in 2016, it only ended up in a release last year and fedora 30 is still using the old version.
