Cannot scroll unless evince/gedit window has focus

Description
In almost all application, I can scroll using the mouse wheel after just moving the mouse over the window, without clicking the window to give it focus. The sole exception is evince, where using the mouse wheel without evince being focused does not do anything.
This is a real problem then working with LaTeX, because it means I have to move my focus away from my editor and to the viewer just to navigate the document.
Steps to reproduce
- Have evince on one half of your screen and some other application on the other half.
- Focus the other application.
- Move the mouse over the part of evince that displays the document, and turn the mouse wheel.
Expected behavior
It should scroll. This is what every other application on my system does in this situation.
Actual behavior
It does not scroll.

I am using KDE; in particular, my window manager is KWin.
