No natural, smooth scrolling in sidebar

Submitted by Freddi @Freddi

Link to original bug (#780103)

Description

The scroll direction in the sidebar is inversed from everything else, that means when I want to move the list up I have to scroll down.

With many bookmarks in the sidebar, this is always confusing because my eyes cannot follow and I never know whether I am at the top or bottom. So I need many attempts to find what I need.

This is worsened by the fact that scrolling is stepped and not smooth (as it is in the files view).

I noticed that the same issue happens in all GTK3 file save/open dialogs, which seem to use the same sidebar, so maybe the bug/feature is in GTK3.
