gtk-button-images and gtk-menu-images properties inconsistencies (x11 vs. wayland backends vs. documentation)

Description
Steps to reproduce:
- set gtk-button-images and gtk-menu-images to true, e.g. in ~/.config/gtk-3.0/settings.ini
- run any Gtk+ 3.x based application with traditional menus, such as evolution, or with traditional buttons
- repeat 2. for the other backend (wayland vs. x11)
- compare UI: where do you see images on buttons and in menus?
Affected versions: gtk 3.18.x, 3.20.x, probably others (not tested)
What happens: On wayland, gtk-button-images and gtk-menu-images is respected; on x11 it is not.
What should happen: Same behavior on both platforms. Behavior should match documentation.
Additional info: Since documentation for gtk-menu-images and gtk-button-images only states "has been deprecated", but not that it is ignored, so both settings should not be ignored. If you think otherwise, please update the documentation and behavior on wayland.
I'd like button and menu images to be shown because they are very important to recognize menu items, so in doubt I'd vote for keeping them in Gtk+. I guess this is not the right place, has it been discussed before?
