Add a mechanism to prevent writing fully-commented accelmap files

Description
I'm on a war against apps that unnecessarily write cruft to my home directory. One of the bigger groups of culprits are Gtk+ apps that write accelmap files to various places. I'd like it if Gtk+ would only save the accelmap file when some part of the accelmap has changed from the defaults. When saving the accelmap, Gtk+ should also delete the existing accelmap if it isn't different to the default accelmap.
