Extraneous use of itstool and xmllint in configure script?

Description
I maintain the grilo-plugins package for OpenWrt. It seems that the OpenWrt build server does not provide itstool [1,2], and this prevents the OpenWrt build server from building my grilo-plugins package. I could request that the OpenWrt project add itstool to its build server, but it seems that itstool might not really be required to build grilo-plugins despite the configure script checking for its presence.
Grilo-plugins builds even if I configure the build as so:
ITSTOOL=/bin/false XMLLINT=/bin/false ./configure
I suspect that make would fail due to "itstool" exiting with an error condition if the build process really made use of itstool or xmllint.
Would it be possible to remove the requirement for itstool and xmllint? Alternatively, could the configure script provide a flag which would disable the checks for itstool and xmllint?
