By avoiding early breaks in first round of shortening and for subnormals which like to have valid shorter figures even after removing more than one digit, we avoid to produce the 'not shortest' figures mentioned in issue #57 (closed), see comments there. IMHO this can't harm values, but improves UI, oversight and consistency.
