Add build config for readthedocs

Our readthedocs builds no longer work since they now require a configuration file be present in the repo. See https://blog.readthedocs.com/migrate-configuration-v2/

Fix by adding the config (somewhat conservative with the versions to not be too different to the previous defaults)
